Nine steps process were designed after PLUP manual’s review. Additional information and data collection should be assessed. It’s necessary to extend some questionnaires and to distinguish Village Land Use Zone in adding land conservation area (wetlands, buffer zones, river embankment protections, aquifer protection, fish reproduction zones…). Priority steps are 1 to 7 for this stage. Steps 8 and 9 should be explored when large part of PLWUP exercise has been done. As part of the process, training and capacity building were provided to the merged Water Use Team and Land Use Team. Currently, steps 1 to 6 were implemented by PLWUP exercise in 2 Kum Ban.

Elements to considered when merging water and land management

1 Preparation for land use planning

Review the present preparation documents adding documents related to water management

2 Socio-economic, land and forest data collection

Add water related data and water and related natural resources data – The consolidation of those data will lead to an updated Basin Profile

3 Delineation of village and village cluster boundaries (management areas)

Locate where water resources are tapped or used (which may not be necessary within the village and village clusters boundary)

4 Village and village cluster land use zoning

Consider adding water sources (surface water and groundwater) with protection perimeter, streams and stream sides protection, wetlands, water buffering zones, high value sites for fish and aquatic habitats, spots of possible pollution where restoration or monitoring is needed – draft a plan of water allocation

5 Village and village cluster land management plans

Associate water management plans – identify possible change in water use, possible change in water quality, possible economic social valuation of wetlands and riverbanks

6 Land data and digital map record keeping

Add water related data collected in stage 2 and 3

7 Land registration in rural villages

Annex a plan for water allocation (even if not official now, this may support the National Strategy which plan to institutionalize Water Allocation procedure)

8 Village and village cluster networks and networking

Assess the possibility to extend this activity in order to create a sort of “Villages and Kum Ban Watershed Network” as the place for Water and Land Dialogue at that level. A step forward would be to link this network to the Watershed Committees at District Level

9 Monitoring and evaluation

Develop a Land and Water village monitoring and evaluation system to be linked and complement with the NTW water monitoring activities followed at National, Provincial and District levels.
