Major areas of concerns remain in the definition of the role and responsibilities of RBCs in Lao PDR. Actually, it was considered, up to recently, that River Basin Planning was a core task of the RBCs. This generated discussion among the decision makers that pointed out the risks of overlapping and inconsistency with sectors planning at both central and decentralized levels and the risks of creating institutional confusion among the decision makers. In addition, RBCs are now steered at Province level giving more responsibilities to Provincial Staff.
